The incumbent develops strategies and plans for the fleet, oversees daily operations and maintenance, ensures compliance with policies, manages the vehicle inventory, and analyzes performance data for efficiency improvements.

 

JOB PURPOSE:

Under the general direction of the Senior Director, Infrastructure, Facilities, and Documentation, the Transportation and Logistics Management Officer is responsible for strategic planning, directing, and coordinating the transportation and heavy equipment operations within the Agency and the activities of the Division that provide transportation and logistics services. The incumbent plans and implements a preventative and scheduled maintenance programme for the fleet and ensures that the vehicles are operationally ready for optimum utilization, road worthy and maintained at minimum cost. 

The incumbent is also responsible for establishing and implementing a programme for the maintenance and repair of other machinery and related equipment operated by the Agency including but not limited to tractors. 

 

KEY RESPONSIBILITY AREAS:

Management/Administrative Responsibilities 

  • Participates in the Branch’s strategic planning process and contributes to the development of long-term transportation and logistics strategies. 
  • Develops and implements the Unit and Individual Work Plans for the Transportation and Logistics Unit. 
  • Analyzes expenditures and other financial reports to develop plans, policies, and budgets for improving services and efficiencies. 
  • Keeps the Senior Director informed of the progress of various activities of the unit.
  • Ensures that only competent personnel are authorized to operate the vehicles.
  • Manages the Agency’s inventory of vehicles and specialized equipment. 

Technical/Professional Responsibilities

Using the Kaizen (plan, do, check, review) principles: 

  • Implements policy and procedures to guide the use and maintenance of the Agency’s fleet and specialized equipment. 
  • Assists in the formulation and implementation of administrative, operational, and customer relations policies and procedures. 
  • Ensures/Enforces compliance with GOJ and FD motor vehicle and administrative policies, procedures, safety rules, and regulations.
  • Coordinates the day-to-day transport and logistics operations of the Agency.
  • Reviews transportation and heavy equipment requests and prepares schedules, indicating worker assignments and deployment of vehicles/equipment. 
  • Conducts investigations in collaboration with other Government Agencies to determine causes of transportation accidents and to improve safety procedures. 
  • Investigates and responds to customer complaints relating to the operation of the Agency fleet.
  • Inspects and oversees repairs and maintenance to vehicles and equipment to enforce standards for cost-effectiveness, safety, efficiency, cleanliness, and appearance. 
  • Ensures motor vehicles are roadworthy at all times, and all motor vehicle documents are valid/up to date and available within the units. 
  • Assists with the procurement process, including determination of specifications, research and testing of equipment, vendor contacts, and preparation of requisitions. 
  • Assists with the negotiation of contracts with relevant suppliers. 
  • Manages and maintains Agency Database of the vehicle and specialized equipment inventory and related equipment including updated information on all units. 
  • Monitors performance parameters and reports monthly/quarterly/annually on the operations of the Unit, including fleet performance, utilization, driver deployment, fleet downtime, maintenance, costs and efficiencies. 
  • Provides professional/technical advice to the Senior Director on transportation and fleet management and equipment utilization 
  • Implements and manages advanced fleet management software/systems to track vehicle usage, maintenance, and performance to report and inform management decisions. 

Human Resource Responsibilities 

  • Monitors and evaluates the performance of direct reports, prepares performance appraisals and recommends and/or initiates corrective action where necessary to improve performance and/or attaining established personal and/or organizational goals. 
  • Assists with the management of the welfare and development of direct reports through the design and deployment of required training and development programs as necessary.
  • Provides leadership to staff through effective objective setting, delegation, and communication. 
  • Provides guidance to staff through coaching, mentoring, and training, providing assistance and support as needed. 
  • Participates in the recruitment, selection and orientation for mechanics/drivers.
  • Ensures that staff members are aware of and adhere to the values, policies, procedures, and regulations of the Agency. 

Other Responsibilities 

  • The incumbent may, from time to time, be assigned duties not specifically outlined within the job description but are within the capacity, qualifications and experience normally expected from a person occupying this position.

 

AUTHORITY

  • Recommends leave, promotion, disciplinary actions for direct reports 
  • Certifies overtime and subsistence claims 
  • Authorizes minor maintenance conducted by mechanic 
  • Negotiates service activities with providers and facilitates ITA approvals required
  • Authorizes gate passes 

 

Required Competencies:

  • Excellent verbal and written communication skills. 
  • Excellent customer service and interpersonal skills. 
  • Strong knowledge of logistics, public safety, security, logistics and transportation.
  • Knowledge of auto mechanics and maintenance of specialized equipment.
  • Excellent time management skills, logistics, coordination, organizational and implementation skills. 
  • Methodical, well-organized, and detailed-oriented 
  • Proficiency in Microsoft Suite (Word, Excel, PowerPoint) and fleet management software.

 

Minimum Required Education and Experience:

  • Bachelor’s Degree in Logistics, Social Sciences, Mechanical Engineering, or equivalent.
  • Minimum of (5) years’ experience in a similar role or working in logistics and/or automotive management. 
  • Experience managing specialized equipment (e.g., articulated trucks, tree transplanters) is a plus. 
  • Training in relevant software applications (e.g., fleet management systems) is a plus
  • Supervisory management training. 
  • Enterprise Risk Management training. 

OR 

  • Any equivalent combination of academic qualification and experience
