The incumbent manages monitoring, evaluation, and data systems for the HIV/STI/TB program, supports research and reporting, provides technical guidance, and assists in capacity building for staff and stakeholders.

 

JOB PURPOSE

Under the supervision of the Programme Coordinator, the Monitoring & Evaluation (M&E) Officer supports the implementation of research and evaluation activities in the Strategic Information operational plan. The Officer contributes to data analysis and reporting for policy development, service planning, and performance management, and strengthens stakeholder capacity through on-site technical assistance. The role also supports the Strategic Information Component and stakeholders in conducting operational research and other key activities.

Key Responsibility areas

Management/Administrative Responsibilities

  • Participates in professional development opportunities (workshops, training, and conferences) to enhance personal and technical competencies.
  • Assists in planning or facilitating internal training sessions on M&E, data management, or research methodologies for staff and partners.
  • Develops and submits the Individual Work Plan aligned with public health priorities of the Ministry and the HIV/STI/TB Unit
  • Prepares and submits status and ad hoc reports in a timely and accurate manner.

Technical Responsibilities

  • Collaborates with professional staff and field officers in the collection, collation, and analysis of data from M&E systems for local and international reporting requirements.
  • Manages programme data for monitoring and evaluation activities
  • Provides monthly status updates on progress towards meeting indicator targets (national and international)
  • Generates routine data summaries, presentations and reports to programme staff to make informed decisions
  • Implements data management activities (inclusive but not limited to) such as data quality audits on all databases that are management by the Strategic Information Component
  • Oversees implementation of various data collection tools by stakeholders and ensure that data is of the highest quality
  • Assists with revision of data collection tools and make recommendations based on observations at the field level.
  • Supports data entry clerks in developing and maintaining tracking system for reports received and processed.
  • Monitors all databases and applications in the HSTU for gaps and implement mitigating strategies
  • Participates in the design, execution, and management of operational research studies and surveys
  • Prepares study documents for Institutional Review Board (IRB) submission
  • Works alongside the Strategic Information Coordinator to develop research methodologies and specifications
  • Assists with the collection, collation, validation and preparation of international reports such as (but not limited to) Global AIDS Monitoring Report and Spectrum
  • Participates in training workshops to build capacity in research, monitoring and evaluation among stakeholders
  • Prepares monthly, quarterly and annual reports as required using strategic information
  • Collaborates with the Strategic Information Coordinator in executing activities as outlined in the National Monitoring and Evaluation Plan.
  • Provides technical guidance and data-related support to colleagues and field staff to promote overall team effectiveness.

Minimum Required Education and Experience

  • Bachelor’s degree in Social Sciences or Natural Sciences or any related areas
  • A minimum of four (4) years working experience in research/surveillance
