Applications are invited from suitably qualified persons for the post of Deputy Chief Financial Officer in the Office Finance, at The University of the West Indies, Vice-Chancellery, located at the Regional Headquarters in Kingston, Jamaica.

 

Main Purpose of Job:

The Deputy Chief Financial Officer assists the University Bursar/Chief Financial Officer with the general administration and control of the financial affairs of the University, that is, directing and managing the budgetary process; coordinating the financial reporting of the University; monitoring investments; interacting with the Governments of contributing countries; effectively responding to the initiatives of the Vice-Chancellor and working with the Pro-Vice-Chancellor, Planning with respect to developing the financial projections for the Strategic Plan and the financing of same.

The Deputy Chief Financial Officer plays a major role in monitoring the allocation of resources, internal efficiencies and increased utilisation of IT in the financial operations of the University.

The incumbent also manages the Accounting and Financial Operations Unit, Treasury and Financial Services Unit and Information Systems and Services Unit in the Office of Finance.

 

Duties and Responsibilities:

The incumbent will be expected to:

  • Support the University Bursar/Chief Financial Officer in the strategic leadership, administration and control of the University’s financial affairs, including long-term financial planning and sustainability. 
  • Provide leadership and management oversight for the Accounting and Financial Operations Unit, Treasury and Financial Services Unit and Information Systems and Services Unit. 
  • Lead treasury and investment management functions, including cash flow forecasting, banking operations, multi-currency cash management and oversight of investment portfolios. 
  • Direct and oversee the assessment, billing, collection and distribution of recurrent contributions from Contributing Governments and ensure the sustainability and equitable allocation in accordance with approved budgets of UGC-funded cash flows to The University of the West Indies Campuses, the University Centre, and other UWI beneficiaries. 
  • Participate in and oversee the preparation, consolidation and reporting of the Annual Accounts and Financial Statements of the University Centre and the Combined Accounts of the University; and monitor and evaluate financial reporting, budgeting and performance across Campuses and Affiliated Entities while providing timely analysis to senior management and governing bodies. 
  • Provide strategic oversight and coordination of the University Centre’s Banner Finance System, including system governance, reporting structures and collaboration with the Campus Bursars to ensure the communication of consistent, accurate and timely financial information across the University. 
  • Ensure strong financial governance, internal controls and compliance with the Financial Code, Financial Procedures and Guidelines and other policy documents. 
  • Manage purchases, payables, fixed assets and the financial administration of staff benefits for the University Centre and Affiliated Entities. 
  • Liaise with internal and external stakeholders, including the Campus Bursars, the Government of contributing countries, financial institutions and auditors, on financial and funding matters. 
  • Oversee the general operations of the Office of Finance, including supervision of human resources, motor vehicle management functions and other related administrative processes.
  • Serve as an Authorising Officer for the bank accounts of the University Centre and Affiliated Entities. 
  • Perform any other related duties as assigned by the University Bursar/Chief Financial Officer.

 

Qualifications and Experience:

  • MSc or M.B.A with specialisation in Finance and Accounts.
  • Chartered Accountant (CA) and/or Certified Accountant (ACCA) or Certified Public Accountant (CPA).
  • At least ten (10) years working experience in an accounting environment, five (5) of which should be at the managerial level, with at least three (3) years at the Senior Manager level.
  • At least five (5) years’ experience in fundraising, especially in relation to non-profit organisations.
