Under the general direction and supervision of the Senior Accountant the incumbent is responsible for the payment of public funds and recording financial transactions in accordance with the FAA Act and GOJ Policies and Guidelines.

 

KEY RESPONSIBILITY AREAS:

Administrative Responsibilities 

  • Plans work activities and prepares schedules; 
  • Certifies payment vouchers in accordance with FAA Act and other regulations;
  • Maintains all financial records of receipts and payments and journal entries etc;
  • Ensures all accounting records are appropriately filed for easy retrieval; 

Technical/Professional Responsibilities 

  • Maintains Deposit register; 
  • Monitors deposit balances and resolves reconciling items; 
  • Prepare analyses of cash and balance for different projects on a monthly basis;
  • Maintains third party deposit register as required after payment on a monthly basis;
  • Prepares project financial statement monthly; 
  • Creates transaction batches in SAGE for Invoices, Payments, Adjustments for weekly processing; 
  • Analysis of Digicel CUG billing for settlement; 
  • Generate cheques for all payment activities; 
  • Generate file upload batches for online disbursements 
  • Issues withholding certificates for external suppliers; 
  • Monitors On/Off controls for each deposit payment; 
  • Withhold retention & Taxes where applicable;
  • Off System controls for each deposit Account; 
  • Maintains deposit & contract register; 

 

Required Competencies:

Technical 

  • Sound knowledge the FAA Instructions and other financial and accounting principles and practices; 
  • Working knowledge of relevant computer applications; eg. Sage Accpac
  • Sound knowledge of accounting practices and financial management relating to GoJ;
  • Knowledge of Government budgeting principles and practices;

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • ACCA Level 1/ Certificate in Accounting from a recognized tertiary institution or equivalent qualification 
  • One (1) year related experience 

OR 

  • Diploma in Government Accounting – MIND 
  • Two (2) years related experience; 

OR 

  • Successful completion of Levels I and II of the Certificate in Government Accounting;
  • Completion of related Financial Management Courses; 
  • Three (3) years’ related experience.
